Fire acts as both friend and foe and has performed, in the friendly sense, as an ecological tool for humans to manage landscapes. As fire has been increasingly controlled, woody fuels have built up. In other areas, invasive annual species have caused an increase in fine fuels that, in-turn, drive increases in fire frequencies.  Nevada began to experience drastic increases in wild land fire frequency, intensity and scale in 1999. The negative results of excessive and repeated fires, such as loss of life and homes, increased noxious weeds, destruction of wildlife habitats and restricted public land grazing, have prompted a rethinking within land management agencies and an increase in coordinated fire planning across the West.
